Bio
Hugh Grant-Chapman received his Master in Public Policy degree from the Harvard Kennedy School in May 2024, where he conducted research on Japan’s semiconductor industrial policy for his graduate thesis project. His Master’s thesis – co-authored with Tom McGee – was awarded the Prize for Outstanding Policy Analysis Exercise.
Hugh’s research builds on prior professional experience at the U.S. Department of Commerce International Trade Administration, where he helped Taiwanese semiconductor manufacturing firms navigate the process of applying for funding from the U.S. CHIPS and Science Act. Prior to starting graduate school, Hugh worked as a Research and Communications Associate at the Center for Democracy & Technology, supporting the Equity in Civic Technology team’s research and advocacy efforts for more responsible use of public-sector technology. In 2019, he completed a year-long Fulbright grant teaching English in Kinmen, Taiwan. He received a B.A. in Political Science from Westmont College.
