Bio

Theodora Ogden is a Space Policy Analyst in the Defence and Security Research Group at RAND Europe, the European arm of the RAND Corporation, which is a non-profit research institute and the world’s largest policy research organisation. Her space-related work includes studies for the UK Space Agency, UK MOD, the Regulatory Horizons Council and the joint NATO-EU Hybrid Centre of Excellence in Helsinki. In 2022 she was the inaugural Interplanetary Initiative Fellow at Arizona State University, on secondment from RAND, where she led a 5-month study on space law and governance, access to space, and emerging space economies and industries. With an academic background in security and international law, Theodora also previously worked at NATO HQ Allied Command Transformation, the Fundamental Rights Agency of the EU, as well as at several think tanks and non-profit organisations.
