Bio

Fraser Sampson is Professor in Governance and National Security at the Centre of Excellence in Terrorism, Resilience, Intelligence and Organised Crime Research (CENTRIC) at Sheffield Hallam University and Strategic Advisor to CETaS.  

Having served as the UK's first Biometrics & Surveillance Camera Commissioner between March 2021 and October 2023 and with over 40 years’ experience working in the criminal justice system, Fraser has practised, written, taught and trained at local, national and international level in the areas of policing law, accountability and governance. He is the founding author of the Blackstone’s Police Manuals published by Oxford University Press and has written and edited many other texts used by law enforcement agencies in the UK and beyond.  As a practising solicitor Fraser represented police officers, staff associations and employers in significant cases such as the Bichard Inquiry, provided evidence to the Committee on Standards in Public Life, Lord Stevens’ Independent Review of Policing and is regularly consulted on matters of policing law and governance.  Fraser holds degrees from the Universities of London (LL.B.), Leicester (LL.M.), Leeds (Executive MBA) and a PhD from Sheffield Hallam University on digital accountability in law enforcement. He is a Senior Fellow of the Weinstein JAMS International Fellowship for dispute resolution and a CEDR qualified mediator.

Fraser is also member of the CENTRIC's Advisory Board and the Advisory Board of the Scottish Biometrics Commissioner.
